Transportation Project Manager – Durham, NC or Raleigh, NC

Three Oaks Engineering is seeking a Transportation Project Manager to join our expanding team in either our Durham, NC or Raleigh, NC offices. The successful candidate will manage projects and tasks associated with National Environmental Policy Act (NEPA) documentation and associated studies, public and stakeholder engagement, and feasibility studies. The position will also include assisting with proposals and business development. While some travel will be required, we anticipate the position to primarily involve office work and are open to hybrid in-office and remote work schedules.

We are seeking a motivated individual who is looking to advance in their career. In the short-term, we envision this person managing projects, learning the company culture, and developing client relationships. Longer term, the current leadership team will work with the ideal candidate to help them develop into a leadership role, stepping up into a management position, supervising staff, and helping lead Three Oaks into the future.

Required Qualifications:

  • A minimum of a B.S. or B.A. degree in in civil or environmental engineering, planning, geography, environmental science, public administration, public policy, or a related field,
  • Seven (7) or more years of experience related to NEPA, natural resources impact analysis, community impact analysis, technical report writing, environmental consulting, and/or transportation planning,
  • Ability to develop and maintain client relationships,
  • Project management experience, including excellent project scoping and negotiating skills (scope, schedule, and budget),
  • Strong attention to details, a sharp focus on project deliverables, and the ability to complete tasks within schedule and budget,
  • Excellent written and verbal communication skills, coupled with an enthusiasm for public and stakeholder engagement,
  • Proficiency in using applications such as Microsoft Word, Excel, PowerPoint, Teams, Outlook, and Adobe Acrobat.

Preferred Qualifications:

  • Experience working in a multidisciplinary team: planning, roadway, hydraulics, traffic, and natural resources,
  • Experience with NCDOT and/or SCDOT environmental documents,
  • Experience with multiple modes of transportation, especially transit and bicycle/pedestrian,
  • Understanding of financial management of projects,
  • Experience with Ajera or other Deltek accounting systems,
  • Proposal writing and short-list interview experience,
  • Active in professional associations with ability to network,
  • Scrappiness, with a strong drive to learn and grow into a leadership role within the company.

Evaluate community and environmental needs, primarily for Federal Transit Administration (FTA) projects –

Analyzing data, authoring reports, and helping prepare National Environmental Policy Act (NEPA) documents, such as:

    • Categorical Exclusions (CE) / Documented Categorical Exclusions (DCE).

    • Environmental Assessments (EA).

    • Environmental Impact Statements (EIS).

Provide transit and transportation planning support –

Reviewing transit plans, analyzing data, and preparing written reports, such as:

    • Feasibility studies, alternatives analyses, corridor studies, and capital project studies.

    • Fixed route bus corridor plans, transit emphasis corridor studies, and high-capacity transit studies.

    • Transit gap analyses, transit access improvement studies, and bus stop optimization assessments.

Engage with people –

Supporting public engagement, public involvement, and public outreach in a variety of ways, including:

    • Facilitating or staffing meetings with agencies, organizations, leaders, residents, businesses, and transit riders.

    • Planning, supporting, and staffing public meetings and events.

    • Developing public involvement, public engagement, and public outreach materials.

    • Summarizing engagement feedback to help inform planning, design, and decision-making.

Required Qualifications

    • Bachelor’s degree in planning, geography, environmental science, civil or environmental engineering, public administration, public policy, or a related field.

    • Seven or more years of professional environmental, transit, transportation, or related infrastructure planning experience, including experience contributing to:
        • Planning studies for transit service and amenities, active transportation or transit access, or multimodal projects.

        • Environmental documents prepared in compliance with NEPA.

        • Public involvement, such as planning public meetings and events, developing outreach materials and presentations to support public meetings and events, or meeting and event staffing.

    • Ability to analyze and summarize spatial data (GIS), demographic data (Census), transit data (ridership, stop-level, service quality, customer experience, and field data), and environmental screening data (desktop or field data).

    • Knowledge of state and federal environmental laws, regulations, industry best practices, policies, and procedures related to environmental review, screening, and documentation.

    • Familiarity or willingness to learn Federal Transit Administration (FTA) programs, regulations, policies, and standard operating procedures related to transit and environmental planning.

    • Proficiency in using applications such as Microsoft Word, Excel, PowerPoint, Teams, Outlook, and Adobe Acrobat.

Preferred Qualifications – a plus, but not required!

    • Master’s degree in planning, geography, environmental science, civil or environmental engineering, public administration, public policy, or a related field.

    • Professional certifications or licenses, such as AICP, PE, CEP, ENV SP, or other related professional certifications.

    • Project management experience.

    • Demonstrated environmental planning experience supporting high-capacity transit projects, such as Bus Rapid Transit, Light Rail Transit, or Commuter Rail Transit, including direct experience:
        • Preparing NEPA documentation, such as EIS, EA, DCE, or NEPA re-evaluations for transit projects.

        • Developing stand-alone reports, such as Title VI equity analyses or Section 4(f) evaluations.

    • Proficiency using NEPAssist, EJScreen, Climate and Environmental Justice Screening Tool – CEJST, Equitable Transportation Community- ETC Explorer, NCDOT ATLAS, or other related environmental screening tools.

The ideal candidate will support our hydraulic design group in hydraulic and erosion and sediment control design and floodplain modeling, and will also support Three Oaks’ Transportation Design, Natural Systems, and National Environmental Policy Act (NEPA) groups. Three Oaks recently started a transportation design group to work cohesively with our established hydraulic design group. Our goal is to offer our transportation clients expanded services in hydraulic and transportation design for multimodal transportation and other infrastructure planning and design projects.

Required Qualifications:

  • Bachelor’s degree in Civil, Environmental, Biological & Agricultural Engineering or equivalent.
  • EI or EIT certification or ability to obtain within 12 months.

FILLED: Environmental Scientist Summer Interns – Durham, NC and Columbia, SC

Three Oaks Engineering is seeking two part-time (average 30 hours/week) Environmental Scientist Interns to assist with natural resource projects during the spring/summer of 2024. In this position, you will assist with wetland delineations, protected species surveys (including bats and freshwater mussels and fish), and environmental compliance monitoring. The position will provide an excellent opportunity to gain experience in natural resource data collection and analysis.

Enrollment in bachelor’s degree from an accredited program in Environmental Science, Natural Resources, Soil Science, Biology, or a closely related field is preferred.  Willingness to perform in adverse field and weather conditions throughout a variety of aquatic and terrestrial habitats is a must.  The position will require travel within North Carolina and South Carolina. The internship is paid, and a stipend will be provided to cover the cost of necessary field equipment.
