Proposal Coordinator (Part-Time) – Columbia, SC

Three Oaks Engineering is seeking a part-time Proposal Coordinator to join our South Carolina team. This position will assist our technical staff in developing marketing proposals from beginning to end. Work will include preparing and editing text, formatting documents, developing graphics, and coordination with prime firms and clients for submission of materials. Tasks will also include monitoring and identifying potential projects using client, industry, and government websites. While the position is currently part-time (average 20 hours/week), it has the potential to develop into a full-time position (30+ hours) with benefits. We are open to hybrid in-office and remote work schedules.

Required Qualifications:

  • Familiarity with state and federal procurement procedures
  • Proficiency in Microsoft Office (Word, PowerPoint, Excel)
  • Strong organizational skills

Preferred Qualifications:

  • Experience with SCDOT and/or SF330 proposals
  • Proficiency in graphics and/or publishing software
  • Experience in the A/E/C industry
  • Experience with ArcGIS or MicroStation

The selected candidate will develop and lead a transportation design engineering group from one of our three office locations. Our goal is to provide our clients with expanded services in feasibility studies, conceptual designs, alternatives development, and corridor plans for multimodal transportation projects. The ideal candidate will enjoy collaborating with transportation planners, National Environmental Policy Act (NEPA) specialists, traffic engineers, systems planners, hydraulic engineers, and natural resource specialists to develop designs that meet project goals while best balancing competing needs.

The successful candidate will manage projects and tasks associated with environmental permitting, protected species analysis, habitat assessments, plant identification, jurisdictional delineations, and/or wildlife surveys. The position will also include supervising staff, developing proposals, assisting in developing new business, and managing client relationships. While some field work will be required, we anticipate this position to primarily involve office work and are open to hybrid in-office and remote work schedules.

GoDurham Better Bus Project

Durham, North Carolina

The City of Durham Transportation Department seeks to evaluate transit access and service issues along GoDurham bus routes, recommend transit infrastructure improvements, and draft designs and cost estimates for selected transit improvements. The Better Bus Project includes six distinct projects that will bring bus stop access, safety, and reliability improvements to the GoDurham bus system such as sidewalks, crosswalks, bus stop passenger comfort amenities, and operational improvements. Three Oaks contributed to three primary aspects of the project:

  • Transit Planning – Three Oaks provided transit planning support for the Fayetteville Street and Holloway Street Transit Emphasis Corridors. Our team developed bus stop consolidation memos and contributed to bus stop improvement recommendations, Unified Development Ordinance updates, existing condition reports, and Better Bus Program recommendations.
  • Public Engagement – Three Oaks helped draft the equitable public engagement plan, project branding and messaging, and online/printed surveys. Three Oaks also co-facilitated stakeholder and community partner meetings, which helped shape equity-focused outreach strategies, and our in-house translation staff provided in-person and written Spanish translation services.
  • Traffic Analysis and Modeling – Three Oaks developed the 2020 no-build traffic analysis, which included volume development, a Synchro model for over 20 signalized intersections, and a summary of the measures of effectiveness to support the Durham Station Transit Emphasis Zone Study.

Three Oaks Welcomes Cody McChane to Our Transit Practice

Durham, NC – September 14, 2022

Three Oaks Engineering is pleased to announce that Cody McChane, AICP, joined our Durham, NC, office, helping expand our growing transit practice!

Cody will serve as a Transportation Planner supporting our clients with transit, bicycle, and pedestrian planning; public engagement; and environmental review. He brings over 10 years of experience in the public and active transportation field. Prior to joining Three Oaks, Cody worked on several planning projects for the Chicago Transit Authority (CTA) and other transit agencies, including two years as an embedded consultant on CTA’s Red Line Extension program management team. More recently, Cody helped design bicycle facilities in the City of Chicago and develop bicycle and pedestrian plans for communities throughout the Chicago region.

“We are excited to continue growing our transit practice, which supports our commitment to sustainable transportation planning,” said Three Oaks President Suzanne Unger Young. Transit practice leader, Meghan Makoid, added “we look forward to offering Cody’s active and public transportation planning experience to our clients.”
